Supporting deployment of project trained experts – mission to Romania
During the mission to Bucharest, Romania, (2nd and 3rd of August 2023) participants gathered information and participated in meetings focused predominantly on supporting deployment of project trained experts and analysis of possible options for a continuation of support of European Union Asylum Agency’s (EUAA) deployment of national experts and other areas related to challenges in the migration area.
The following meetings were organised:
- with a Polish expert deployed to Bucharest, performing support tasks in the framework of the measure: RO-TP1: Support to Temporary Protection. During the meeting with the expert the following topics were discussed: activities focused on the implementation of the Temporary Protection Directive (TPD), tasks and duties performed by the MSE (Member State Expert) in the framework of the measure RO-TP1, working conditions, workplace, safety and security issues, work flow, cooperation with national experts from the General Inspectorate for Immigration, Directorate for Asylum and Integration Ministry of Internal Affairs of Romania and other MSE. Steps of the procedure of registration for Temporary Protection in RO were discussed in detail, as well as lessons learned by the expert that could be shared with other potential experts from Poland. Situation in Romania in regard to the war in Ukraine and the influx of refugees from Ukraine was also subject of discussion.
- two meetings at the premises of the EUAA mission to Romania in Bucharest. The first, in the morning, meeting was participated by EUAA’s Operations Officer – Plan and Measure Coordinator at the EUAA and two representatives of the General Inspectorate for Immigration of the Romanian Ministry of Internal Affairs. During the meeting a new Romania Operational Plan for 2023 was presented. The plan includes 3 areas of support: Measure RO-TP 1 – Support to Temporary Protection, Measure RO-AS 2 – Support to Asylum, Measure RO-REC 3 – Support to Reception. The participants have also discussed further needs and deployments, including the deployments of experts from Poland was discussed. Romanian officials participated in the third training organized in the framework of the AMIF project Reinforcement of EASO’s Asylum Support Teams – training of Member States’ officials / Asylum Teams Support. Both experts were deployed internally in Romania to the border. They stressed that the information gathered, skills and knowledge acquired during the training session within the AMIF project were useful during their internal deployment in Romania to the border with Ukraine.
the second, afternoon, meeting with the Coordinating Officer at the EUAA Operations in Romania, concentrated on the general situation in terms of the ground needs and possible continuation of activities. During the meeting different ideas for supporting the already trained experts as well as migration management systems in general have been presented and discussed. The Coordinating Officer emphasised the importance of constant development of activities focused on Preparedness and contingency planning in all areas.
